Historical information

The United Empire of Planetary Systems, previously the People’s Parliament, was a neutral idealistic government comprised of several neutral planets and allied powers that chose not to partake in the Clone Wars and was heavily based on the two Core Ideals of Sincerity and Strength.

Commonly referred to as, “The United Empire” and previously referred to as “the Parliament”, the Empire distributed governmental powers among three branches: The Executive Branch, headed by the Sovereign; the Legislative Branch, headed by the United Imperial Parliament; and the Judicial Branch, headed by the United Imperial Parliament.

The Executive consisted of the Head of State, the Emperor, who is charged with the enactment and enforcement of the Laws passed by the Legislative Branch, the United Imperial Parliament.

The Legislative, was comprised of a Parliament, which was made up of representatives who were elected by democratic vote of their respective people. The Parliament was charged with the creation of laws for the United Empire.

The Judicial was comprised of the United Imperial Supreme Court, which was charged with the interpretation of the Laws passed by the Parliament and enacted by the Emperor.

History[]

The People’s Parliament had been in a State of Emergency for a long duration of time, the State of Emergency lasting since the time of the Galactic Parliament. The Senate had been disbanded and Emergency Powers had been granted to the Prime Minister to ensure the continuation and preservation of Parliamentarian life and culture. The Prime Minister had entered a long period of silence, leaving the Parliamentarian People alone to fend for themselves, whilst the government was completely inoperable. A notable individual had risen up in absence of the Government, named Dylan T. Best. Best had taken advantage of the Government’s silence and had begun to rebuild the Parliament, with the assistance of fellow Parliamentarians, the number of Parliamentarians had begun to grow, and grow.

New alliances had been formed and new Parliamentarians were flooding in. The Prime Minister returned from his period of silence and with the Emergency Power still granted to him, he bestowed Best and other notable Parliamentarians the Highest Honors for Rebuilding the Parliament from its lowest point. The Prime Minister had declared a new era of progression and democracy restoration, establishing the United Empire of Planetary Systems, establishing himself as Emperor, promoting Dylan T. Best to the position of Prime Minister, and restoring power to the Senate (now the United Imperial Parliament), and revitalizing the Ministry of Justice (now the United Imperial Supreme Court).

Law[]

All United Imperial Law was based around the wellbeing of the Citizens of the Empire. When drafted, the Constitution, the Supreme Law of the United Empire, dictated both a strong federal government, as to protect the rights of the people, whilst also giving the People a large number of guaranteed rights.

The Three Branches[]

As to ensure Balance and Stability, Power is equally divided among three different branches of government in United Imperial society. Known as the Executive Branch, Legislative Branch, and Judicial Branch, each branch is given certain powers as dictated in the Constitution.

The Emperor of the United Empire of Planetary Systems, is the Head of State of the United Empire. They are the sole member of the Executive Branch, and is granted the powers, in accordance with the Constitution, to control the armed forces of the United Empire, approve and veto laws passed by the Parliament, appoint judges to be part of the Supreme Court, and can exile Imperial Citizens, with the consent of the Supreme Court.

Society and Culture[]

United Imperial Society is that of a close-knit and united style of living, keeping the interests of fellow Imperials in mind. In United Imperial Cities, Residential Areas are often tightly squeezed together if not all together in one building. However, in contrast, United Imperials enjoy space from one another, and buildings often reflected that, providing room and comfort without sacrificing the feeling of togetherness and unity.

Imperial Buildings were often Built upward, rather than horizontally, as to save room.

Imperial Settlements were often small in size, so buildings, rather than growing wide, were built upward. Traditionally, residents were packed into one large skyscraper dedicated solely to the housing of an entire settlement. Imperials saved the rest of the room for leisure buildings, such as parks, restaurants, and shops. Imperial Culture is rather laid back and relaxed, as to calm the average Imperial after a hard day of work.

Settlements were structured as to save as much room as possible for places of art, tranquility, basic services such as hospitals and police stations, places of learning such as Libraries and Museums, and places of leisure.

Special Plazas were often built outside to house Governmental Meetings.


In addition, Imperials are no fan of violence. There are heavy security processes to enter a Colony or Settlement. Most settlements are blocked off and protected by walls and gates to ensure security, and weapons are collected before entry into a Imperial City, in accordance to the United Imperial No Weapons Act.

In contrast, though settlements were often walled off, and contained tall buildings, they were also very open. Parks and other leisurely properties were often unrestricted and were open to the sky above. Governmental meetings were even occasionally held outside in courtyards and special plazas.

Fireworks were fun and awe inspiring to the Imperial people. Fireworks were created through the use of retired heavy siege weaponry.

A special event held in these open plazas were beautiful fireworks shows, created through the use of retired weaponry and defense turrets, which were transformed into fireworks launchers, which created beautiful scenes for the eye to behold in the night sky.

Art[]

United Imperial Culture revolved around art and beauty. Buildings no matter what purpose they served along with places of leisure within the Empire reflected that of a sort of futuristic modern design that was appealing and calming to the eyes. United Imperial Art was traditionally based off of three colors: Black, White and Grey. Color was a rare occurrence in society, for the three "lackluster colors" opened up art to a large multitude of interpretation.

When it came to design of Governmental Buildings however, it was believed they should reflect the Core Ideal of Solidarity, so governmental buildings traditionally were designed with multiple columns, to represent such.

Leisure Life[]

Imperial Work Hours are often short, but intensive. Traditionally, one-third of the day is reserved for work, the other two-thirds are reserved for rest and relaxation. United Imperials spent this "leisure time" on either fun and vivacious activities, or calming and simplistic pastimes. Dance clubs, bars, and restaurants were often popular locations for parties and other celebrations.

Bars, such as the well known bar Afterlife in the Ryloth Colony, were a prime location for United Imperials to spend their leisure time.

Parks were another prime location for United Imperials to spend their time. Parks, in Imperial Culture, often housed statues, art, or flora, which allowed for contemplation, tranquility, and relaxation to any average United Imperial. Famous works of art that were often housed in the central location of parks included Blossom, a large glass structure which curved upward as if it were a flower that had "bloomed" and held flowers in each of its individual "petals", was a major work of art designed in the Golden Age of Parliamentarian History.

Shooting for the Future, an Orto Plutonian Statue that consisted of two rings, one within the other, and a "shooting star" in between them both, was also a major work of art designed in the Golden Age, which is placed in the Center of the Capitol Park, in the Capitol City. Solidarity, an original work of art designed by the Emperor himself, which lines the Streets of the Entrance to the Capitol, is a statue of a person (deemed to be genderless by the Emperor) with one hand behind their back, the other holding a staff, standing confidently and looking upward toward the future.

The United Imperial Economy revolved around the Standard Currency of the Unity Credit. The United Imperial Economy was most based around Trade and Commerce. A large number of United Imperial Jobs were based around Government and Public Service, and did not generate a large amount of income; making taxes an ineffective way of generating revenue. A large number of United Imperial Money was foreign money, generated from trade, commerce, and tourism. Pollution and Industry were not favored among Parliamentarians, so most things exported from the Parliament were not that of manufactured goods, but rather, that of works of art, flora, and other creative works were the prime exportation of the United Imperial Economy.
